1. INSPECTOR OF MINES: MINE HEALTH AND SAFETY 3 POSTS REF NO: DMR/15/0026 SALARY : R532 278 per annum Level 11 CENTRE : North West, Klerksdorp REQUIREMENTS : A Mine Manager’s Certificate of Competency (Metalliferous or Coal), valid driver’s license coupled with appropriate experience, PLUS the following competencies, Knowledge of: Mine Health and Safety Act, Extensive knowledge and experience of both underground and surface mining, Understanding of the department’s policies aimed at optimal utilisation of mineral resources, Basic knowledge of Labour Relations Act, Skills: High-level management, Risk management techniques, Conflict resolution, planning, leading, organising, controlling and budgeting, Communication: Ability to communicate verbally and in writing at all levels, to all stakeholders in the mining industry, Creativity: Ability to analyse workload and work related problems and implement a strategy to ensure a continuous improvement. Recommendation: Holders of Mine Overseer’s Certificate of Competency will be appointed on a four year contract at level 10. The appointment will be subject to a valid periodic or exit medical examination certificate of fitness. DUTIES : The appointee’s primary responsibility will be to enforce adherence to the Mine Health and Safety Act, 1996 (Act No 29 of 1996), Conduct inspections and audits. Conduct inquiries and investigation into accidents, incidents and complaints. Give inputs on regional action plans to develop strategies required to monitor legal compliance by mines. Give support and assistance in the promotion of health and safety in the mining industry. Play a role in the formulation of health and safety legislation, guidelines and various regulatory mechanisms. Participate in tripartite structures and develop strategies towards the promotion of tripartisms with the mining industry. Manage regional office and office control. Support and develop a transformation process within the regional office. INSPECTOR: OF MINES: MINE HEALTH AND SAFETY 3 POSTS REF NO: DMR/15/0027 SALARY : R532 278 per annum Level 11 CENTRE : Mpumalanga, Witbank REQUIRMENTS : A Manager’s Certificate of Competency (Coal and/or Metalliferous), a valid driver’s license coupled with appropriate experience in the industry or be registered as a Professional Mining Engineer, PLUS the following competencies, Knowledge of: Mine Health and Safety Act, Extensive knowledge and experience of both underground and surface mining, Understanding of the Department’s policies aimed at optimal utilisation of mineral resources, Basic knowledge of Labour relations and human resources management, Skills: High level management, Risk assessment techniques, conflict resolution, planning and organising, computer literacy, Communication: Ability to communicate verbally and in writing at all levels with mine officials and public on the Mine Health and Safety Act in such a way that the image and professionalism of the Department is enhanced, Creativity: Ability to analyse workload and work related problems and to draft and implement a strategy to ensure improvement. RECOMMENDATION: Appointment will be subject to a pre-medical examination of fitness Candidates without the required certificate of competency will be considered at a lower level as follows:-BSC Mining Engineering, National Higher diploma /B Tech Degree Metalliferous or Coal Mining – salary level 10. DUTIES : The appointee’s primary responsibility will be enforce adherence to the Mine Health and Safety Act, 1996 (Act No. 29 of 1996). Conduct inspections and audits.
