The U.S. Mission in Pretoria is seeking eligible and qualified applicants for a position of Maintenance Supervisor in the Facility Maintenance Unit (FAC). Job Overview Under the supervision of the Senior/Deputy Facility Manager, the Maintenance Supervisor - is responsible for Optimal and un-interrupted operation of the mechanical systems valued at $4 Million dollars. Responsibilities include the safe operation, maintenance and repairs to major building Plumbing/Mechanical systems and equipment such as; Chillers, Generators, Air Compressors, domestic water and sump pumps, Water Supply boosters, Water Treatment systems, domestic and Solar Water Heaters, Fuel pumps, oil-water Separators, and motorized vehicle gates at all Embassy buildings and at over 350 Embassy residences. In addition, responsibilies also include residential specific systems such as potable water storage/filtration and distribution system, sanitary sewage and storm water management systems, irrigation systems, swimming pools and a/c split units. Management responsibilities include supervising 17 employees consisting of Administrative and skilled trades maintenance staff that maintains all plumbing mechanical equipment and systems, carpentry and metal systems and componets throughout the Embassy office facilities, residential and ancillary buildings, and the grounds. The adminitrative employees include 2 Work Order clerks, 2 Admin assistants and 2 security escorts. This position has responsibility for providing input to the Facility Manager on the development of annual budgets for maintenance parts, materials and expendable supplies estimated at more than $24,000 annually. The position does not have access to PII. Major Duties and Responsibilities Operations and Maintenance Support: 50% Oversees the operations and maintenance of commerical and residential plumbing mechanical systems and equipment including potable water treatment, storage, and distribution system, the fire suppression system, the sanitary sewage and storm water management systems, swimming pools and associated equipment, a/c split units, and the irrigation system. Resolves complicated mechanical problems with minimal disruption to embassy operations and restores these systems to their designed operating parameters and efficiency following the manufacturer's guidance and industry best practices. Tasks include regular testing of the potable water; general maintenance to hydraulic barrier arms, swimming pool maintenance and repairs, checking waterless urinals and water flow meters and sensors for efficiency, etc. Oversees an aggressive and comprehensive preventative maintenance program for critical and non-critical plumbing mechanical equipment and systems by directing subordinate mechanical technicians from the facility maintenance staff, and as COR monitors contracted service providers – ensuring that their repair and service techniques are code and life safety compliant. Identifies deficiencies and prepares and presents recommendations to the Senior/Deputy Facility Manager for scheduling outages for preventive maintenance, major overhauls, or replacement. Solves complicated plumbing mechanical problems to increase mechanical systems efficiency. Recommends mechanical improvement projects and assists the Facility Manager with developing cost estimates on renovation projects and annual budget projections. Oversees the operations and maintenance of commercial and residential standard maintenance and repairs that include carpentry, painting, welder, masonry, and overall maintenance technician tasks. Responsible maintenance and repair tasks include all interior and exterior painting, concrete and stone/brick work, wooded and metal doors and trim, flooring and ceiling systems, etc. Additional responsibilty is as Contracting Officer's Representative (COR) on overseeing the Project Coordinator on all make-ready and improvement projects at the Embassy's 37 governement owned residences which include two OBO cultural heritage residences that house the Ambassador and family and the Deputy Chief of Mission and family. Management and Logistic Support: 35% Overseeing the Work Order Clerks in maintaining post's Computerized Maintenance Management System (CMMS) known as Global Maintenance Management System (GMMS) to ensure that 5,000 planned preventative service events and unscheduled events are recorded/documented in the CMMS and closed out when they are completed. Directly supervises the daily activities of 17 highly skilled maintenance staff that includes 1 Team Lead, 4 plumbers, 4 maintenance mechanics, 1 HVAC controls technician, 1 projects coordinator, 2 work order clerks, 2 admin assistants, and 2 escorts. Manages and maintains the plumbing mechanical portion of the technical library consisting of as-built documents (plans and specifications), operations and maintenance manuals, manufacturer's data sheets, list of spare parts and tools, manufacturer's and supplier's contact data, and warranty information. Develops short- and long-range work plans for self and others; prioritizes assignments based upon criticality and order of receipt. Provides budget input for operating, maintenance and repair, and replacement costs to include all tools, special equipment and spare parts required to maintain all systems within operational performance requirements and within operating budget limits. Assists the Senior/Deputy Facility Manager in briefing post management on work and project status. Attends senior level staff meetings, as delegated, to provide justifications for equipment/system outages for preventive maintenance, minor repairs, major overhauls, or replacement. Ancillary / Collateral Duties: 15% Perform any other facilities maintenance support duties related to Facility Management operations as may be requested by the Facility Manager. Participate in executive meetings and conduct discussions with local/municipal authorities, as appropriate, on matters pertaining to the maintenance & repair activities when requested by the Facility Manager. Review and analyze material samples, catalogues and brochures, shop drawings, installation manuals, and other technical documents submitted by the repair/renovation contractor for conformity with contract requirements. Provide recommendations and alternatives for appropriate action, as necessary, to the Facility Manager. Assists the Post Occupational Safety and Health Officer (POSHO) in the day-to-day management of the safety program. Provides weekly safety training to subordinate maintenance staff on various topics such as use of personal protective equipment (PPE), lock-out/tag-out procedures, ladder safety, and confine space entry safety. Develops deficiency reports with recommendations for solutions along with independent government cost estimates to bring facilities, especially mechanical equipment and systems, into compliance. Ensures that OBO Fire and SHEM deficiency reports and action items are corrected in a timely manner, and that reporting requirements are kept up to date. Performs safety inspections of all ongoing repair activities for compliance with DOS requirements to ensure work does not present health problems or risk of injury to mission staff, contract workers, or visitors to the facility or residence. Periodic travel and short-term stay to assist the Consulates in Johannesburg, Durban, and Cape Town are possible. Other duties as assigned. Completion of a three year apprenticeship or certificate of training leading to a journeyman license in one of the building trades is required. Work Experience Three (3) years of progressively responsible experience in operation and maintenance of building mechanical services in commercial and/or residential and/or government buildings is required. Two (2) years of progressively responsible supervisory experience is required.
