JOB PURPOSE: To ensure the development, enhancement, communication, reporting and oversight of the CETA’s Communications and Stakeholder Management strategy and framework and associated tools and processes, ensuring that these are supportive of the CETA strategy and mitigate business risks for the organisation. RESPONSIBILITIES: Provide input into the development of the Communications and Stakeholder Management frameworks and strategy. Develop supporting tactical plans for the Communications and Stakeholder Management business unit to ensure execution of the strategic objectives and goals. Drive the implementation of the tactical plan by developing and allocating operational activities to various divisions and ensuring alignment to the achievement of operational targets. Ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating to the Communications and Stakeholder Management business unit in consultation with the Executive Manager: Strategic Support. Keep abreast of changes in legislation, regulations and/or the occupational health and safety environment and respond to changes through adjustments to the strategy and tactical plans as required. Monitor and continuously evaluate progress of the business unit’s achievements against the tactical plan and strategic objectives Provide advocacy on a communication, stakeholder management and marketing implementation perspective to the CETA’s strategic decision-making process. Use insights gained through business information to compile reports, and metrics to measure success and inform the business decision making process and realign objectives. Develop and deliver creative marketing and communication strategies, plans and approaches to help market and position CETA. Plan the marketing and communications strategies for specific areas of CETA’s work and for different audiences. Work with the communication, programme and senior management teams to put the strategy into practice. Plan and implement direct marketing approaches including targeting, personalization of messages and measurability, data analysis, customer profiling and segmentation. Develop a web strategy covering CETA’s websites. Tender for a new website development and develop processes to keep CETA’s websites up to date. Develop and oversee a strategic programme of activities and events for CETA. Ensure the brand meets expectations through monitoring marketing trends and client feedback. Perform all duties and responsibilities in line with applicable Act, Regulations and per CETA relevant policies and procedures. Ensure the SETA participation in strategic engagement programmes Reposition the CETA. Leveraging of SETA/stakeholder communication opportunities. Manage the call center Be the stakeholder & communication liaison officer Conduct customer satisfaction surveys Implement rigorous communications campaign promoting all SETA interventions Responsible for strategic direction and execution of all internal and external communications. Establish and maintain contacts with local and national media to ensure that all opportunities for positive exposure are fully explored. Ensue the development and maintenance of the CETA intranet and internet sites. Develop and provide quality assurance on the press releases, development of talking points and facilitate media interviews for the CEO and management. Direct and lead the coordination and implementation of communication, stakeholder management, events and marketing projects and initiatives throughout all CETA business units Ensure the creation and implementation of a CETA editorial and events calendar to drive strategic objectives. Oversee all Communications and Stakeholder related initiatives across the CETA to ensure that their conception and implementation support the strategic intent. Establish and lead working relationships with the business areas, to identify gaps and business needs in processes. Oversee and ensure the development and implementation of communication plans aligned to the strategy. Attend and address all stakeholder queries timeously and effectively Oversee and ensure the development and effective management of marketing and events campaigns across the CETA. Oversee the engagement of service provider agencies on the implementation plans supporting the integrated Marketing strategy and related campaigns. Ensure that service provider agencies are managed accordingly in order to ensure that deliverables are met according to the marketing partnership agreement. Ensure the development of relevant content and a wide range of various marketing materials per audience and ensure that messages and designs are aligned. Ensure the conduct of research on media coverage and industry trends and use insight gained through business information reports to measure success, make decisions and realign strategic work plans implementation objectives appropriately. Oversee the drafting and delivery of press releases, media relations content, case studies, white papers, executive bios, and speaking proposals, and manage the suitable release of content. Ensure the development of suitable content for stakeholder communication, (Annual General Meeting Communication, Media release and responses, Marketing brochures, CETA letters, and digital and print newsletters). Plan, organise, execute and manage events including AGM, roadshows, industry events, training and corporate events. Create and update collateral, presentations, vouchers, web content, newsletters, signage ads and tools with inputs from the CEO and stakeholders Oversee the development and update of content for the Intranet, as per internal communication plan and requirements. Oversee the conceptualisation and execution of social media work plans through competitive research, platform determination, benchmarking, and messaging and audience identification. Oversee the review and approval of designed artwork in line with briefs and Corporate Identity guidelines. Generate, edit, publish and share daily content that builds meaningful connections and encourages members to take action. Monitor the relevant advertising service providers and their performance against the tactical plan, and provide compile monthly reports in line with set services. Ensure the sourcing and management of suitable social media platforms and service providers in order to assist in executing the strategy. Manage campaign projects in collaboration with other sub-divisions to promote events and achievements through social and online channels. Ensure the effective management and delivery of all CETA events and events deliverables based on pre-approved plans and budget allocation. Ensure the conduct and analysis of post events reviews to ensure continuous improvements and feedback for future events. Provide input into the business unit’s risk register in consultation with the Executive Manager: Strategic Support. Ensure the mitigation of the business unit’s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks. Responsible for the coordination and maintenance of quality risk management in line with relevant requirements. Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements. Support and provide evidence to all internal and external audit requirements. Oversee the maintenance and enforcement of all Communications and Stakeholder Management related Service Level Agreements to minimise business risk and ensure business continuity. Ensure adherence in the Communications and Stakeholder Management team to all relevant laws, policies, and Standard Operating Procedures throughout the organisation. Contribute to the review and update of the CETA policies and procedures. Review and update CETA relevant policies and procedures. Prepare and submit to supervisor accurate, complete and credible monthly reports as required for consolidation and tabling at monthly EXCOs. Ensure all work performed is backed up regularly as per ICT policies onto the CETA electronic servers. Apply/implement and undertake all activities and duties in line with policies, procedures and relevant laws and regulations applicable to the task at hand. Attend all risk, compliance, ethics and fraud prevention updates meetings, trainings and workshops as scheduled by CETA. Contribute to the risk maturity levels at the CETA. Follow protocols and report suspicious activities, corrupt or fraudulent activities that one is aware of; onto the CETA whistle blowing and fraud prevention hotline. Ensure that all relevant CETA registers, reconciliations and regulatory reports are compiled and submitted on time. Provide input in the planning and compilation of the business unit’s annual budget aligned to the tactical delivery plans to support the implementation of set objectives Ensure the effective implementation, management, monitoring of the business unit’s budget, and mitigate and report on any variances. Ensure the deployment of proper financial controls to manage the business unit budget. Report on and communicate any costs improvements and shortfalls. Build and lead an effective and cohesive team through the effective management of divisional resources. Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the division. Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit. Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives. Ensure the working environment contributes to improving employee engagement, recognition and increased productivity. Ensure the management of poor performance and disciplinary matters in line with the CETA’s policies and procedures. Live and demonstrate exemplary behaviours driven and anchored on / by CETA values Ensure that on-the-job training, learning and development is taking place Share and play an effective role in ensuring that teams assist in achieving of strategic goals and mandate of the CETA. Supervise, empower, coach and/mentor interns that are assigned to the business unit. DESIRED SKILLS, EXPERIENCE AND COMPETENCIES Highest qualification in Social Sciences/Social Development/Communication/Public Relations. Postgraduate qualification in Communications will be an added advantage. Experience in Stakeholder relations, Stakeholder Management and Corporate Communication or related fields. Experience in management or at a supervisory level. Experience in developing successful communication and stakeholder engagement plans. Experience working with CRM systems. REMUNERATION AND BENEFITS Remuneration for this role is a negotiable basic plus benefits package per annum, in line with the CETA Remuneration Policy and the applicable salary scales. A competitive package will be negotiated to attract best candidates. The appointment will be a long-term appointment linked to CETA licence, subject to satisfactory performance as per Performance Management Policy of the CETA.
