Our client is looking for a candidate that will oversee and spearhead the infrastructural and construction initiatives under the client's project, ensuring that all activities align with the project's objectives. This role will be responsible for guaranteeing that the project adheres to high-quality standards, remains on schedule, and stays within budget across the entire portfolio. Key Responsibilities: Ensure the quality, timeliness, and accuracy of project designs, reports, and cost estimates as required by management. Oversee and manage the company's entire project portfolio. Maintain regular communication with clients about project progress, risks, change orders, and other relevant updates. Manage the design, reporting, and project management of infrastructure service projects to achieve project objectives. Prepare proposals, tenders, and contract documents for all projects. Perform site supervision of construction works during short site visits, ensuring adherence to design specifications and standards. Ensure projects comply with the planned schedule and all relevant knowledge areas. Attend and contribute to site meetings. Generate regular project reports. Provide mentorship and training to Senior Engineers, Engineers, and Technicians in design skills and other necessary areas. Perform additional office duties as assigned by the Head of Department (HOD) in Project Management. Develop project objectives by reviewing proposals and plans in collaboration with management. Allocate project responsibilities and personnel, and oversee contractor bids to ensure project alignment with company goals. Define project specifications by analyzing product design, customer requirements, and performance standards. Verify product performance through design reviews and testing. Maintain project schedules by monitoring progress, coordinating activities, and solving problems. Manage project costs by overseeing expenditures and contractor contracts. Compile detailed project status reports by analyzing data and trends to recommend further actions. Ensure a safe and clean work environment by enforcing safety protocols and regulations. Monitor on-site contractor progress and maintain client communication through the Project Leader. Address significant engineering queries or design issues with the Head of Engineering, including material approvals and alternative design suggestions. Highlight design specifications of future relevance to the engineering team. Apply relevant clauses of the General Conditions of Contract to projects. Coordinate with the Contract Site Agent on all work aspects. Ensure contractor and staff compliance with the Occupational Health and Safety Act. Assist in the environmental management of the contractor's work. Facilitate public communication through a Community Liaison Officer and report necessary issues to the Engineer. Lead or participate in formal site meetings with contractors or clients, and draft technical and site meeting minutes. Issue site instructions and monitor construction progress against the approved schedule, negotiating corrections to delays and unscheduled work. Review and certify monthly payment certificates for client payments. Collaborate with contractors to measure and agree on project quantities. Manage a costing system to track current costs against the final project value. Prepare Variation Orders for approval by the Engineer and Client. Support the Engineer in preparing a list of outstanding works for Completion Certificates. Coordinate the completion of “as-built” drawings and Construction Reports. Uphold product and company reputation by adhering to international standards and regulations. Contribute to team success by achieving related results as needed. Administration Responsibilities: Document Management: Maintain and update filing systems regularly to ensure document accessibility and organization. Compliance: Ensure that all employees adhere to ISO standards in their operations. Document Handling: Manage the filing, signing, and approval processes of documents, ensuring that all necessary authorizations are obtained from clients and service providers. Document Security: Maintain awareness of the document chain of custody to ensure the security and traceability of sensitive information. Reporting: Possess excellent skills in report writing and editing to ensure clear and precise communication. Financial Responsibilities: Claims Management: Prepare claims for all engineering and project management work conducted. Budget Management: Formulate and manage the departmental budget, ensuring fiscal discipline. Project Financial Oversight: Monitor project budgets to ensure they are adhered to and that expenditures are kept within agreed limits. Economic Decision-Making: Make economically sound decisions to enhance efficiency and cost-effectiveness across projects. Professional Knowledge: Keep abreast of current professional rates and fees to ensure competitive and fair pricing. Cost Comparison: Implement a system requiring at least three quotes for significant purchases or contracts to facilitate comparative costing and ensure financial prudence Bachelor's degree in Civil, Structural, or Mechanical Engineering or equivalent. Current professional registration with relevant authoritative bodies. A minimum of 15 years' experience in engineering, project management, and construction. Qualifications in professional project management. Understanding of general labor laws and practices. Proficiency in design standards, Microsoft Project, and Microsoft Office. Experience with Quality Management and ISO compliance. Valid driver's license required. Prior experience in the construction or refurbishment of water treatment facilities or related projects. Core Competencies: Demonstrated ability to make decisions with accountability and integrity. Proven leadership skills with the ability to manage and supervise a team towards achieving business goals under any circumstances.
