Eram Talent is currently seeking a Refinery & Petrochemicals Supply Chain & Logistics Specialist to join our team in the oil and energy industry. If selected, the work location would be based out in Saudi Arabia. The ideal candidate will be responsible for managing and directing the supply chain and logistics function within the refinery and petrochemicals industry. It is mandatory that you have experience in the downstream and petrochemicals industry and come from a technical background, such as engineering. The Job Location would be in Saudi Arabia. Responsibilities Developing and implementing a comprehensive supply chain strategy for one or more integrated refinery and petrochemical complexes. Daily Interaction with different Organizations to interpret, analyze, and act on their needs and requirements related to the supply chain management, supply chain logistics, pipelines systems and infrastructure. Reviewing plans/deliverables for new integrated refinery and petrochemical projects to ensure that they comply with Company Standards and Regulations as well as industry codes related to supply chain management and logistics. Developing Philosophies for OSBL/ISBL Interconnecting Pipelines for the products and feedstocks from marine to the refinery and petrochemical facilities and vice versa including feedstock cross-country pipelines (e.g. Ethane, Crude, etc.) Participating in prefeasibility/feasibility studies as well as pre-FEED/FEED design phases for refinery and petrochemical projects. Participating in EPC studies for refinery and petrochemical projects. Acts as technical consultant and subject matter expert in supply chain management and logistics. Develop, review, and analyze engineering documents related to supply chain, logistics, utilities and infrastructure for refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail systems to transport products to the marine, trucking, products handling in terms of intermediate storage tanks, warehouses, packaging, extrusion, etc. and others. Develop/Review design documents and philosophies for shared/common services supporting the refinery and petrochemical projects such as buildings, control rooms, laboratory, fire stations, fire water system, telecommunications, housing and community, etc. Run economic models and read linear programming models as well as analyze the financial and economic metrics of projects such as IRR, NPV, PI, cash flow analysis, EBITDA, etc. Develop and negotiate 3rd party Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for supply chain systems (e.g. sourcing of raw materials/chemicals, multi-logistics hub, centralized storage tanks, etc.), utility systems (e.g. COGEN, Air Separation Unit, Hydrogen Production Unit, etc.) and infrastructure (centralized laboratory, etc.) of refinery and petrochemical projects. Lead commercial negotiations and projects development for 3rd party supply chain and logistics projects executed using 3rd party business models such as Build/Own/Operate (BOO), Build/Own/Operate/Transfer (BOOT), etc. Define marine berths, jetties, terminals, polymers logistic systems, warehouses, storage tankage, products handling as well as interconnecting grids networks and transportation requirements to support the multiple projects. Develop supply chain procedures, including inventory management, warehousing, automation, systems integration, and distribution. Run end to end supply chain assessment to ensure smooth delivery of finished products from source to destination. Participate in market studies to understand market supply and demand for targeted projects produced from the facilities. Collecting and interpreting analytical and performance data to determine supply chain KPIs. Requirements Bachelors / Masters Degree in Supply Chain or Engineering discipline (chemical engineering or mechanical engineering) At least 15 years, in the refining and petrochemical industry Possesses excellent communication skills (strong English language, preferably other languages too) Excellent negotiation skills and strong commercial/business acumen Knowledge in refining and petrochemical processes and their associated supply chain systems, infrastructure, utilities and services. Strong knowledge on supply chain operation and management in refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail systems to transport products to the marine, trucking, products handling in terms of intermediate storage tanks, warehouses, packaging, extrusion, etc. and others. Knowledge in the various utility systems such as power steam generators, gas generators, power components (such as transformers, generators, transmission lines, substations, etc.), combined heat and power plant (cogeneration), air separation unit, instrument air system, waste water treatment and management, cooling towers operation, hydrogen manufacturing unit (SMRs and others), storage tanks operation, etc. Familiar with Utility Corridors (Power, Water, Sea Cooling, Pipelines, rail, etc.) Knowledge on shared/common services supporting the refinery and petrochemical projects such as buildings, control rooms, laboratory, fire stations, fire water system, telecommunications, housing and community, etc. Experience in participating in prefeasibility/feasibility studies as well as pre-FEED/FEED design phases for refinery and petrochemical projects. Experience in participating in EPC studies for refinery and petrochemical projects. Experience in commercial negotiations and projects development for 3rd party business models projects such as Build/Own/Operate (BOO), Build/Own/Operate/Transfer (BOOT), etc. Experience in running economic models and reading linear programming models as well as understanding/analyzing the financial and economic metrics of projects such as IRR, NPV, PI, cash flow analysis, EBITDA, etc. Possesses strong commercial/business experience. Experience in negotiating 3rd party Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for supply chain systems and logistics, utility systems and infrastructure of refinery and petrochemical projects.
