Regional Health, Safety, and Environment Manager - Johannesburg

Responsibilities include but are not limited to:
  • Develop and implement tailored HSE policies, procedures, and guidelines specific to freight forwarding and transport operations across Zambia, DRC, Tanzania, and other regional sites, ensuring alignment with regulatory requirements and industry best practices.
  • Lead and coordinate HSE initiatives across multiple countries, with a focus on the unique challenges and risks inherent in storage, handling and transportation (road and rail), ensuring consistency and adherence to corporate standards.
  • Design and conduct comprehensive audits and inspections of warehouses, handling facilities, and transportation operations to identify hazards associated with the movement of materials such as copper, sulphur, zinc, fertilizer, chrome, lithium, and other commodities. Assess risks and implement effective control measures to safeguard personnel, equipment, and the environment.
  • Provide hands-on guidance and support to HSE Managers in each country, emphasizing the importance of proactive risk management and fostering a culture of accountability and continuous improvement within operations.
  • Design and deliver specialized HSE training programs for employees involved in cargo handling and transport, addressing specific challenges and emphasizing safe work practices, proper handling techniques, and compliance with relevant regulations.
  • Analyze HSE data and metrics related to break bulk operations to track performance, identify trends, and implement targeted interventions for risk reduction and incident prevention, with a focus on improving safety outcomes in high-risk areas such as loading/unloading, material handling, and transportation.
  • Collaborate closely with cross-functional teams to integrate HSE considerations into business planning, project execution, and supply chain management processes, ensuring that HSE requirements are embedded throughout the end-to-end logistics process.
  • Serve as the primary liaison with regulatory agencies, industry associations, and community stakeholders on HSE matters related to freight forwarding and transport operations, representing the company's interests and proactively addressing concerns.
  • Lead investigations into incidents, near misses, and non-conformances within operations, identifying root causes and implementing corrective actions to prevent recurrence and mitigate risks to personnel, assets, and the environment.
  • Champion initiatives to enhance road and rail transport safety within the context of operations, including transporter audits, and route risk assessments, with the overarching goal of reducing accidents, ensuring compliance, and improving operational efficiency.
  • Plan and Supervise ISO certification audits
Knowledge, Skills and Abilities:
  • Qualification in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Professional certification in HSE management (e.g., ISO) highly desirable.
  • 10-15 years of progressive experience in HSE management, with a focus on freight forwarding, logistics and transportation operations, preferably within the African context. Experience in the petroleum industry and particularly in storage and distribution of petroleum products
  • Strong knowledge of relevant HSE regulations, standards, and industry guidelines specific to the handling and transportation of commodities such as copper, sulphur, zinc, fertilizer, chrome, lithium, and other materials including Hazardous and Non-Hazardous commodities.
  • Proven track record of developing and implementing effective HSE programs within logistics operations, driving cultural change, and achieving measurable improvements in safety performance.
  • Excellent leadership, communication, and interpersonal skills, with the ability to influence stakeholders at all levels and foster collaborative relationships across diverse teams and cultures.
  • Analytical mindset with the ability to interpret data, identify trends, and make data-driven decisions to mitigate risks and drive continuous improvement.
  • Willingness to travel frequently within the region to support site visits, audits, and training activities.
Key Relationships:
Internal:
  • Operations Managers: Collaborate closely with operations managers across all regional sites to ensure alignment between HSE initiatives and operational activities within freight forwarding and transport operations.
  • Warehouse Managers: Work closely with warehouse managers to address HSE concerns related to material handling, storage, and loading/unloading processes.
  • Freight Forwarding Managers: Partner with transportation managers to integrate HSE considerations into road and rail transport operations, including vehicle maintenance, driver safety, and route risk assessments.
  • HR Department: Coordinate training and development with the HR department to design and deliver specialized HSE training programs tailored to the needs of employees.
  • Executive Leadership Team: Provide regular updates and reports on HSE performance, initiatives, and challenges, seeking support and resources as needed to drive continuous improvement in safety outcomes.
External:
  • Regulatory Agencies: Maintain relationships with regulatory agencies responsible for overseeing HSE compliance in the regions of operation, ensuring adherence to relevant laws, regulations, and standards.
  • Industry Associations: Engage with industry associations representing the freight forwarding, transportation, and logistics sectors to stay abreast of industry trends, share best practices, and participate in collaborative initiatives.
  • Suppliers and Vendors: Collaborate with suppliers and vendors of services to ensure compliance with company standards and specifications, fostering partnerships that contribute to the overall safety of operations.
  • Community Stakeholders: Interact with local communities and stakeholders near operational sites to address concerns, build positive relationships, and demonstrate the company's commitment to environmental stewardship and community well-being.
  • Transporters and Contractors: Work closely with transporters and contractors involved in the movement of commodities to enforce safety standards, conduct audits, and promote a culture of safety throughout the supply chain.
