Ideal SACAA policies, procedures and regulations, Human Factors Course, Safety Management Systems, ArcGIS/Survey training and Annex 14 training Function Minimum time spent in job Survey or GIS or Aerodromes Operations or A ir Navigation Services Experience 3 Year(s) KPA / Main Outputs and Responsibilities for this Position: Evaluate, verify and assess aviation obstacles submitted to the CAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval. Evaluate, verify and assess proposed developments submitted to the CAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval. Evaluate, verify and assess proposed alternative energy projects submitted to the CAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval. Follow up on requests for additional information or clarification on identified obstacles. Aviation obstacle application and survey data evaluation, verification and approval Oversight & Enforcement: Develop and implement an Oversight Action Plan, including an Enforcement Plan. Investigate and report on any non-compliance wrt CARs, CATS and conditions of approval. Manage any enforcement actions to be performed against non-compliant entities. Research and Development Actively participate in relevant aviation obstacle and survey standards, process and procedure development processes. Research, update and develop CARs and CATS for aviation obstacle and surveys in line with the ICAO SARPs, international best practice, industry specific standards, functional standards or any other standard as might be applicable or required. Obstacle and Survey Data Administration Liaise and coordinate obstacle and survey data with the GIS Specialist to ensure a current and complete obstacle database. Coordinate the updating and publication of obstacle data with the GIS Specialist. Manage the invoicing of obstacle applications. Provide reports and statistics on obstacle approvals. Perform official correspondence and document management of the obstacle approval process. Liaison/Consultation Provide input into environmental studies, proposed developments, scoping reports and liaise with the relevant parties. Attend meetings relating to aviation obstacles, developments and alternative energy projects. To project a professional image of the SA CAA to all stakeholders. To provide open communication between the PANS-OPS section and all stakeholders.
