Digital Health Strategic Advisor - South Africa Project Overview and Role: Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million, 5-year project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding. The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners by 2020. Primary Duties and Responsibilities: Palladium Data.FI is currently seeking a skilled and motivated individual to join our team as a Digital Health Strategic Advisor to support the implementation of the Data.FI award in South Africa (SA). The candidate must be based in South Africa and able to frequently travel within the country as required. Data.FI South Africa is dedicated to supporting the National Department of Health Digital Health Unit (NDOH DHU) in its effective policy-making and strategic planning for health information services in South Africa. The position will require up to 75% FTE. The Digital Health Strategy Activity Lead will support the DHU with activities leading towards the updating of the National Digital Health Strategy for 2025-2029. This pivotal role will require expertise in managing activities as they relate to the Digital Health Strategy for the NDOH DHU. This position will be at the forefront of providing technical assistance to the South African NDOH, focusing one managing activities for the NDOH DHU to promote close alignment with national and international legislation, collaborate with key stakeholders, and identify key strategies in line with official policies. Knowledge of public health, digital health systems, and the current health information environment in South Africa combined with strong governmental diplomacy skills is central to this role. Key Responsibilities: Collaborate closely with the NDOH DHU to review local strategic digital health documents and synthesize information to contribute the updated National Digital Health Strategy. Offer advice to NDOH and facilitate the inclusion of global best practices in Digital Health Strategy design and development. Review and research information on global strategy initiatives and technology changes to incorporate as required into the updated Strategy and provide it to the NDOH DHU in a clear, concise and accessible manner. Support the NDOH DHU in identifying key stakeholders and collaborations for capacity-building strategic health information activities supporting the Strategy, as required. Lead the consolidation and synthesis of all inputs and content to the updated Digital Health Strategy for NDOH DHU review. Required Qualifications: An advanced degree in a relevant field such as Public Health, Epidemiology, Health Informatics, or a related discipline. Demonstrated experience of at least ten years with strategic public healthcare information systems in South Africa or other regional countries. Detailed knowledge of critical South African digital health and health information initiatives, including but not limited to the NHI. Proven technical guidance experience of five or more years in developing or implementing digital health systems for the public sector. Exceptional communication and presentation skills, with the adeptness to convey intricate technical concepts to diverse audiences. Collaborative prowess in effectively working with cross-functional teams and stakeholders. Strong organizational acumen and the capability to manage multiple tasks and responsibilities. Proficiency in engaging with South African Department of Health officials and partner organizations.
