Group HR Manager (Industrial or mining) - Cape Town City Centre

My Client based in the Western Cape is looking for a Group HR Manager, this person will have 7 direct reports and be responsible for 250 employees on-land and off-shore. This role reports directly into the; CEO, CFO and the COO. MUST HAVE: A DEGREE in HR Management 5-10 years exp as a Group Manager Industry experience is: Mining, Vessels and Industrial A valid driver’s license and up to date passport Strong Management experience and proactive in implementing SOP’s and Policies Output Profile Job Purpose The Group HR Manager is responsible for heading the Company’s HR Department and fulfilling its human capital needs, managing employee relations, staff benefits and making sure that the Company complies with Labour and SHES Laws. The Group HR Manager ensures the daily management of the company’s staff, recruitment initiatives, training and development and logistical matters of the Group in line with the Company’s operational requirements and growth strategy. Job Outputs (shall not be limited to the following) SHES (SAFETY, HEALTH, ENVIRONMENT, SECURITY) Ensure compliance with Group Safety and Security policies Complete Risk Assessments on all activities Ensure HSE reports are compiled and submitted to HR by the vessels and summary HSE Reports submitted to Exco each month. PRODUCTION Develop and implement HR strategies and initiatives aligned with the overall business strategy. Manage employee relations and industrial relations by addressing demands, grievances, disciplinary procedures, employee recognitions programs or other issues. Manage the recruitment and selection process for both office based and offshore personnel. Support current and future business needs through the development, engagement, motivation, and preservation of human capital. Develop and monitor overall HR strategies, systems, tactics and procedures across the organization. Nurture a positive working environment. Oversee and manage a performance appraisal system that drives and supports staff performance. Develop and review KPI documents with Line Managers prior to performance evaluations for all departments being carried out. Prepare Annual HR Budget with quarterly reports. Management Reporting and provide decision support to Exco through HR indicators. Collect and analyze employee data for internal use by Exco. Human Resource Management and Planning in accordance with the Company’s strategic departmental organograms and budgets applicable to the Group (HR Department to provide budgets for all Group HR requirements per department). The development, implementation and constant review of HR policies and procedures for the Group. Ensuring that all offices/vessels/companies comply with the HR statutory regulations applicable to the industry and company’s line of business. Manage the full recruitment and selection process for both office-based employees and sea crew (Local and Foreign). Negotiating and executing employment contracts with pre-approval from CEO, COO and CFO. Ensure that appropriate review and references are obtained for possible new employments. Related to the Group’s work locations (Namibia, South Africa, Angola), that for all personal, crews attending these countries in time the necessary work visas, permits and restricted area permits are obtained. Manage and maintain the correct ethnical ratio of employment in terms of the relevant Legislation and Employment Plans in place, within the country of work and ensure implementation of transformation and integration goals (BEE and CSI and Employment Equity) Ensure that all HR records are maintained and kept up to date. Ensure that all employees have Job Descriptions that are current and relevant. Work on strategic planning with the Training Officer to ensure that a pool of talent that is ready for staffing and succession planning both for office and offshore is in place. Act as Company HR Liaison between governmental organisations and the Group and manage Company risk by being compliant and staying abreast with all Governing Legislation and statutory reporting requirement. Participation in Governmental Audits to explain and demonstrate compliance to visiting inspectors. Management, support, leadership and development of HR department personnel. Oversee HR Projects from inception until completion. Ensure that all HR department expenses and purchase of services are executed in compliance with the company’s procurement procedures, and that received invoicing is reviewed and signed off prior to presenting to the accounts department for payment. Ensure that an annual rolling rotation schedule is maintained, for all of the Offshore Mining, Nautical crews and specialized office personnel. Maintenance of leave balances and reports for all Group Employees (office and sea crew). This includes the management of sea crew leave balances to ensure strategic rotation for reducing and eliminating sea/incentive leave balances. Review and maintenance of attendance registers for employees. Review in consultation with the COO and CFO of the HOD’s overtime requests for all employees, ensuring compliance to Company HR policies and procedures prior to overtime being worked. Review of monthly Payroll reports, prior to submission to Finance Department for final review and salary payments. Manage and monitor all Employment Equity (EE) data. Ensure the Annual preparation, completion, and submission by HR Department in respect of: Employment Equity Reports Skills Development Plans & Mandatory Grant Submissions to FP & M Seta WSP and ATR Skill Development programs – ensuring all requirements are met, learners enrolled in the program with supporting documentation and invoices sent to the FP & M Seta. SARS tax returns completed for learners. BBBEE preparation and submission of all required documentation, ensuring that the scorecard is optimized. DMR audit required documentation and assistance with onsite visit. Manage special and planned Organizational Development (OD) projects and budgets. Ensure that the Development and Training program is budgeted for annually in advance for senior management approval, and all relevant reports are submitted, which ensures constant and relevant staff training and development is in place. With the Training Officer, assess training needs to apply for (subject to CFO approval) and monitor training programs with relevant SETA and local grants. Oversee crew management and planning for all vessels with Logistics Coordinators. Maintain and constantly review crew rotation schedules for optimal operational capabilities. Maximising crew availability by constant controlling and updating of offshore rotation schedule and relief scheduling. Oversee crew-related logistics (travel documents, embarkations, repatriations, visas and work permits, special restricted area permits, medical certificates etc.) ensuring all staff/crew have the valid relevant documentation and is saved on the server. Managing the Nautical crew requirements in accordance the crew contract and set procedures. Reporting crew related issues and/or problems to the Group CEO as soon as these are identified. Ensuring crewing costs are kept on budget by cost effective sourcing. Generation and review of on shore staff and sea crew leave reports. This includes the management of sea crew leave balances to ensure strategic rotation for reducing and eliminating sea/incentive leave balances. Manage and maintain with the assistance of the Group’s security personnel, the periodical polygraph session for the crew and persons working in restricted areas (results of these polygraphing will remain with security, COO and/or CEO). Must be available as the main point of contact for all crew members and provide support to Offshore Managers /superintendents on personnel issues such as disciplinary corrective action. Have daily contact with the dedicated vessel offshore managers. Maintain all HSE reporting from vessels and to the relevant authorities. Any other duties as prescribed by CEO, COO and CFO. Apply Now
