HEALTH AND SAFETY OFFICER REF NO: 237/2014 Directorate: Employee Development and Performance Management SALARY : R227 802 per annum CENTRE : Pietermaritzburg REQUIREMENTS : Applicants must be in possession of a National diploma/degree in Environmental Health and/or Safety Management. A Safety, Health and Environment Management Training Course (SAMTRAC), Hazard Identification and/or Risk Assessment certificate or equivalent completed Occupation Health and Safety (OHS) Management course. Registration with an appropriate professional body (the Health Professions Council of South Africa [HPCSA], the Southern African Institute for Occupational Hygiene [SAIOH], the Institute of Safety Management [IOSM], etc.). Appropriate experience in OHS. Knowledge and understanding of relevant and related legislation pertaining to the Occupational Health and Safety Act, 1993 (Act 85 of 1993) (OHS Act) and the relevant regulations. Knowledge and understanding of relevant legislation of the Department of Labour, the Department of Health, the Department of Environmental Affairs and the Department of Water Affairs. Knowledge and understanding of the compilation of safety committees and contingency plans and evaluating of Injury on Duty (IOD) in accordance to the relevant procedures. Excellent communication (verbal and written), interpersonal relations and organising skills. Ability to work well under pressure independently. Computer skills in MS Office software. A valid driver’s licence and the ability to drive long distances. DUTIES : The incumbent will be responsible to provide an efficient and high quality OHS service for the Departmental employees. Ensure compliance with safety standards, implement safety directives, improve safety performance and ensure that safety policies, guidelines and procedures are aligned with the relevant Acts and Regulations. Ensure strategic and business planning to ensure that workplace safety committees and first aiders are in place and fully functional. Assist managers and employees to promote a culture of OHS awareness (roles and responsibilities). Implement OHS management practices to assist in compiling all OHS policies, guidelines, standards and systems. Identify measures and control potential hazards and risks in the work environment pertaining to health and safety and the environmental aspects within the broad context of preventing injuries to diseases and degradation of the environment. Ensure all buildings, construction plants and machinery meet and maintain compliance certificates as regulated by the local Authorities and the OHS Act as well as other relevant regulations. Manage IODs and investigate all incidents and accidents to employees, clients and contractors as well as design tools to prevent future accidents. Recognise injury and illness trends within the Department and establish remedial control measures to address the trends e.g. policies and training strategies. Perform risk management and undertake risk assessments on new or changed plants, chemicals, facilities, etc. Assist in the development and implementation of action plans to address identified key risk areas. Conduct OHS Training and Awareness. Participate in designing and rolling-out Health and Safety training programmes, orientation and local inductions.
