The executive manager for operations will be responsible for overseeing and leading the Operations Division consisting of: 1. Skills and Research division 2. Learning division 3. Quality Assurance division and 4. Projects Office division. Driving operational performance through development and implementation of strategies, policies, plans in line with the strategic objectives of INSETA. Job Title: Executive Manager – Operations Location: Parktown, Gauteng, South Africa Reference : INSETA 16 Contract Type: Contract 5 Years Salary: Market Related Job Summary: Key Performance Areas: Strategic Planning Operational Planning Performance Management Budgeting and Planning Policy Development Leadership and Management Divisional Risk Management Commitments Management Mandatory and Discretionary Grant Management 1.Oversee the development of the strategic plan and annual performance plans in line with the strategic objectives. 2.Oversee the discretionary application, allocation and approval process and improve operational efficiency. 3.Develop divisional budgets and ensure that the annual performance plan is funded in line with applicable legislation. 4.Oversee the management of project and programme management through tracking and reporting of commitments and optimize resources. 5.Oversee the research, planning and innovation division and ensure that research and skills planning is undertaken to determine the skills demand and supply for the sector. 6.Ensure the development of the operational plans for the division and maintain performance accountability across all levels. 7.Ensure that policies, operating procedures, strategies align to the business strategy and operating model. 8.Ensure that the divisional performance is managed and that day-to-day operations to the overall organisational performance. 9.Ensure that the divisional structure is fully resourced and capacitated to deliver on the mandate. 10.Oversee the preparation of compliance reports for the CEO, board, committees and other external stakeholders. 11.Ensure that the divisional systems are fully developed to ensure efficiency and effectiveness. 12.Ensure a fully aligned document management framework and system for storing, retrieving and managing data. 13.Evaluate and improve employee performance through various tools including coaching, performance reviews and other methods. 14.Direct and Manage the development of organizational objectives, their monitoring framework and reporting indicators. 15.Oversee the Project Management planning, implementation, monitoring and evaluation. 16.Ensure a robust Stakeholder Management Framework and Plan for engaging the sector on the skills development value chain. Requirements: REQUIRED QUALIFICATIONS AND EXPERIENCE Qualifications: 1. Honours Degree in Business management / Administration or related. 2. Masters degree is an added advantage Experience: Ten (10) Years Experience at Senior Management level preferably is a pubic sector. 1. Understanding of the performance management framework and target driven methodologies. 2. Experience building effective teams and inspiring employees to self-develop and perform at their optimal best. 3. Proven experience as an Executive Manager or similar role leading an Operations Division. 4. Proven experience in managing audits within the public or private sector. 5. Proven track record in leading Skills Development, ETQA, Project Management, Learning Programmes Units. 6.Proven experience in developing strategic planning documents and translating them into operational plans and reporting on progress implementation as and when required. 7. Proven experience in managing performance of large management teams and the division.
