Medical Director - Cape Town Region

A trusted and well established client of ours in The Middle East is seeking an experienced Medical Director. The Medical Director is responsible for setting the quality agenda of medical care and services and managing the relationships among the various physician activities of the Hospital. Provide leadership in the alignment of physicians and physician services in relation with the Hospital strategic plans and clinical program priorities. Lead the development of the clinical quality agenda, including consistent performance targets and metrics, setting a standard of care, measuring and improving clinical outcomes, and disseminating best practices. Chair key medical staff related committees aimed at both alignment of clinical programs, integration of standards of care, and driving continuous improvement of quality. Primary Duties and Responsibilities: PASSION & VISION : Responsible for promoting passion for hospital care across sites and for providing a vision for the provision of expert medicine. Effectively aligns with the Hospital's vision with goals for the development of the systems and standards of care. Communicates effectively through actions, decision making and mentorship resulting in medical staff development and displaying a passion for the Hospital's mission and vision. Provides means of promoting the organization's values and recognizes staff exemplifying values. To achieve finest medical outcomes. To meet or exceed national and or World Health 5 Organization's recognized clinical benchmarks. One of the member of the Leadership Committee. LEADERSHIP : Responsible for representing organization in a professional manner and providing staff with a positive role model. Maintains effective leadership behavior despite crises, setbacks and challenges. Utilizes negotiating, listening and persuading skills to gain employee buy-in and support. Remains positive and supportive of changes in the strategic initiatives of the organization, department or services regardless of personal impact or preferences. Responsible for being familiar with Administrative Policies and Procedures and practicing according to these standards and guidelines. Effectively manages work time and priorities. Values and effectively supervises staff, acknowledging them by name and providing them needed resources. Understands and communicates the value and philosophy of salary and benefits structure, and supports consistent application of the organization's compensation philosophy, including confidentiality of salary. To coordinate and present the Hospital's in medico-legal cases. COMMUNICATION : Demonstrates effective written and oral communication that engages internal and external audiences, and assures staff is kept well informed of organizational issues and plans. Demonstrates respectful communication by speaking professionally and adjusting to the most effective communication and learning styles for various audiences. Makes a strong and positive first impression by actively listening and quickly establishing a rapport with all internal and external clients. Demonstrates the ability to openly and respectfully receive and provide feedback from supervisor, peers, subordinates and all internal and external clients. Adheres to a participative management style, encouraging and valuing feedback from staff at all levels and incorporating the feedback into resulting actions. Is visible, accessible, and committed to communicating effectively with staff. Involves staff in the development of challenging goals related to strategic objectives and polices and procedures so that potential obstacles are identified and addressed. Assures staff is kept informed about organizational issues, events, opportunities, policies and procedures through various means of communication, including regular meetings and written materials through regular staff meetings according to organizational department meeting protocol. SUPERVISION & DEVELOPMENT OF STAFF : Through education and mentorship assures the development of staff. Permits, encourages and expects employees to practice autonomously and demonstrate self-accountability in establishing their work practices and making independent judgments within the organization's practice and policy expectations. Conveys a strong sense of advocacy and support on behalf of the staff. Displays regular appreciation for staff and their contribution to the department and the organization by devising mechanisms for recognition. Rounds at least monthly with each staff member, in person or by phone, to discuss successes, areas for growth, opportunities to to recognize other staff, issues/concerns that staff member have, need for additional tools and develop goals for the next 30-90 days. At least yearly assesses the educational needs of each staff member to use in developing individual plans for development. Responsible for the credentialing and privileging program and reports to the Board of Directors for the appointment, reappointment or delineation of the clinical privileges of medical staff. At least yearly spends time with each staff member to assess their skills and behavior in patient visits, team interaction and interaction with other health care providers in the community. Performs yearly performance evaluation in a thorough, meaningful and timely manner. Reviews application, conducts interviews and hires staff adhering to the organizational policy and procedures. Ensures the completion of all aspects of orientation for new employees (including HR, general, clinical and job specific) and that orientation check off sheets are thoroughly completed. Determines the readiness of new employees to perform job duties independently and competently. Assures staff remains current with their requirements (licenses, registrations, mandatory education, CPR ) Promotes and maintains a quality environment for staff through balance workloads and open channels of communication. Responsible for being familiar with HR policies and procedures and practices in accordance with standards. and guidelines. Ensure that Ethical Framework approved by the Governing Board is made known to all medical staff and be responsible in ensuring that they strictly abide with it. Medical staff must not engage in activities that may conflict with the interest of the Hospital. Appropriately communicates relevant organizational information to staff in a timely and thorough manner ensuring the flow of communication down and up. Reviews position descriptions to ensure they accurately reflect the duties of the position - at least yearly. Facilitates effective monthly staff meetings and at least twice monthly with all physicians at all sites to ensure staff are apprised of current organizational information and to discuss relevant departmental issues - utilizing an agenda and taking minutes per the meeting policy and procedure. Develops monthly on-call and Doctor's ROTA schedule in a timely manner. CONTINUOUS LEARNING & TEACHING : Responsible for professionally growing employees and self. Provides ongoing clinical excellence by identifying learning needs, policy and procedure clarifications, and evidence based clinical information. Assures all staff have appropriate learning opportunities through: Providing copies of pertinent journal article. Giving input to the Education Department for in-service topics. Arranging for educational in-services for staff on specific topics related to the department. Establishes a plan for distributing educational opportunities among staff. Demonstrates the ability to develop meaningful and time efficient educational sessions (including taking points, power points and handouts, etc.) and to effectively teach educational sessions. Develops personal learning plan yearly and actively seeks to increase personal knowledge by reading books and journals, attending internal and external in-services, taking classes and attending conferences and seminars. ACCESS , PROVIDER & COMMUNITY RELATIONS : Assures timely access to programs and care by our clients through collaboration with the referral and admission process, and relationship building with community physicians and health care partners. Oversees physician processes related to access and admissions, assuring effectiveness and timeliness of processes, and contributing to the assurance that admissions to programs are efficient and meet the client's needs 24 hours a day, 7 days a week. Demonstrates awareness of ongoing census trends and strategize with others in response. Develops and maintains relationships with the physician community that ensures positive relationships that promote hospital care. Maintains community presence and visibility, providing positive ambassadorship for the Hospital. Participates with the marketing team to develop appropriate strategies for marketing hospital services to community physicians. Actively promotes the physician relationship with Hospital staff. Actively seeks ways for our medical staff to build relationships with community physicians and partner health care organizations such as hospitals and long- term care organizations. PROVISION OF MEDICAL CARE : Serves as Medical Director, assuring and providing effective medical care to hospital patients. Establishes and participates in an effective and timely process of establishing patient benefit eligibility at time of admission, including comprehensive understanding of regulations regarding diagnosis and eligibility. Effectively and respectfully communicates with issues regarding medical treatment and overall goals of care. Actively participates in team meetings, and in team decisions regarding appropriate treatment settings for patient, such as general inpatient status. Provides expert consultation complex medical treatment issues. Respectfully and effectively communicates with treating physicians on complex treatment decisions as indicated and willingly acts as a staff liaison with internal and external physicians. Assures patient care visits at home in a responsive, timely manner when when symptoms require medical management, or staff requests medical assessment and treatment recommendations. Provides oversight to the insurance benefit eligibility process for the Hospital's staff or patients. Assures patient care visits and assessment prior to assess patient prognosis prior to the discharge of any patient from the hospital services. Assure this process and protocol is active and complete across the organization. Assures complete, relevant documentation in patient care record and related hospital information. Holds in confidence all patient records and information unless such information is properly released by the patient. PLANNING & REPORTING : Involves staff at least yearly in the development of challenging goals. Develops a strategic/operation plan for medical department each year based on input from the staff and CEO and in alignment with the overall strategic initiative set by the Governing Board. Provides CEO with a quarterly written update on the status of the strategic/operational plan. Provides staff with quarterly updates on the status of the team's strategic/operation plan goals. Actively participates in the development of the organization's strategic plan. Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit. Education / Licensure : Medical degree from an accredited university or medical school, with preferred master degree but not required. Board certification in primary specialty is also required. Current medical license. Professional Experience : Minimum progressive 5 years' experience in healthcare, specifically medical services management . Must have previous experience in a Healthcare management, including experience in quality and utilization management preferred. Previous experience with TQM principles preferred. Additional certifications may be preferred such as current CPR Certification.
