The U.S. Mission in Pretoria is seeking eligible and qualified applicants for a position of Motor Pool Assistant Supervisor in the General Services Office (GSO). Basic Function of Position Working in the General Services Office (GSO), the Motor Pool Assistant Supervisor assists the Motor Pool Supervisor in planning and execution of Motor Pool services. While the Supervisor focuses on resource planning, reporting, compliance, management controls, and holistic performance improvement, the Assistant Supervisor manages day-to-day service delivery and ensures accurate and timely collection of vehicle, trip, and fuel usage data. He/she administers the 22 Chauffeurs (grade 3) and gives daily work instructions and guidance to the Dispatcher (grade 5). The Assistant Supervisor is the acting Supervisor in the Supervisor's absence. The Assistant Supervisor executes and helps plan the use and maintenance of motor vehicles and the training and assignment of chauffeurs to provide efficient and safe transportation to post personnel and official visitors. Major Duties and Responsibilities Fleet Management Supervises 22 Chauffeurs. Gives daily work instructions to the Dispatcher and, in the Motor Pool Supervisor's absence, to the Motor Pool Maintenance Clerk. Manages daily Motor Pool operations to ensure quality service delivery and timely and accurate data collection/record keeping. Acting Motor Pool Supervisor when Supervisor is absent. Assists in managing the Motor Pool with a fleet of 100 vehicles worth more than $6 million . Advises Supervisor and GSO of trends in fleet condition and suitability. Ensures Chauffeurs have proper travel orders in place as required. Assists in executing the shipping and delivery of new vehicles. Assists in executing the preparation of vehicles for disposal in accordance with the vehicle replacement program requirements. May be required to drive a GOV while serving as Motorcade Officer when coordinating VIP visits, special events or as necessary. Procurement of Contract Services Works with Procurement on necessary contract services such as maintenance and repair services, vehicle rentals, etc. Negotiates best prices and monitors the performance of the service contractors. Serves as Contractor Officer Representative (COR), including monitoring blanket purchase agreements, for automotive related contracts such as taxi-type services. Must be a registered petty cash holder in the Motor Pool section. Training Executes the safe driver training program using the Smith System for Motor Pool Chauffeurs as well as other agency and incidental drivers. Maintains training records in ILMS and ensures that each operator's training status complies with the Department of State regulations. Reporting Assists Supervisor in preparing annual inventory reports and motor vehicle surveys, and other periodic reports. Tracks all trip tickets, fuel usage, maintenance tickets in the Fleet Management Information System (FMIS) and maintains data in ILMS not captured via FMIS. Informs Motor Pool Supervisor, GSOs and POSHO of any motor vehicle accidents or incidents and ensures timely submission of SHEM MRS reports and insurance claims. Compile a weekly report with data collected from the vehicle tracker system on driver behavior and infractions and submits it to the GSO. Education Completion of secondary school education is required. PriorWork Experience ​​​​​​​ Minimum of three years of experience in vehicle fleet management or as a fleet dispatcher is required and one year's experience in a supervisory position. Language Proficiency English level III (Good working knowledge) Reading/Writing/Speaking is required. Job Knowledge ​​​​​​​ Knowledge of host country motor vehicle practices, traffic laws, vehicle licensing, registration and procedures. Knowledge of host country streets, traffic patterns, and commonly visited locations. Knowledge of vehicle maintenance and budget planning. Skills and Abilities ​​​​​​​ Must have valid C1 (Code 10) driver's license. Must have good organizational, leadership, negotiation, communication and writing skills. Good working computer skills to use MS Office (word, excel, PowerPoint, outlook).
