Large Mining Company in development phase is seeking to appoint an experienced Procurement Officer who will report directly to the Commercial Specialist and will serve as a member of the Corporate Governance: Procurement Team. Position will be based at our Mine Site situated in the Greater Tubatse area, within the Sekhukhune District Municipality, in Limpopo Province. Provide the Company with guidance and have an in-depth knowledge of public legislation and policy and lead the legislative mining charter audits and reporting. Monitor BEE and community procurement performance and encourage and motivate improvement activities. Provide constructive involvement in the procure to pay process, monitor the procedures from RFQ-Sourcing-Adjudication-Contract Award-Contracting-Delivery/Invoice-Payment. Assist senior management with the preparation and execution of pre-award and post-award activities, including the enterprise qualification review, evaluation & adjudication. Lead the SAP MM module operation, supervise the Purchase Order posting and liaise with relevant department/s for the Pre-PO and Post-PO. Assist with the post-award contract approval process, involvement in commercial terms negotiation. Supervise the tendering process, ensuring that the tender procedure is transparent and compliant, and guarantee that RFQs/RFIs/RFPs are sent to vendors with a good reputation and strong performance capabilities. Lead warehouse / store management, ensuring the accuracy of goods receipt and issue, and guarantee the timeliness of data entry into SAP system. Ensure the security of warehouse / store materials and materials are placed in an orderly way. Maintain productive relationships with both local and international suppliers. Evaluate and monitor supplier performance against contracts to ensure compliance, quality standards, and continuous improvement in service and product delivery. Oversee the procurement budget and planning, ensuring optimal allocation of resources and cost control. Analyse and report on procurement expenditures, identifying opportunities for savings and efficiency improvements. People: Enforce the Company's ‘Code of Conduct'. Advise management in training required by employees. Create high performing team and conductive employee relations climate. Ensure that safety regulations are adhered to by employees working with and under their direct supervision. Do risk assessments and communicate with employees thereafter. Manage labour stability: Assist in achieving HDSA/female targets for the department. Manage and interact well with employer, employees & stakeholders. Positive, approachable and enforce discipline. Ensure that health and safety standards are always adhered to. Manage performance against set targets and competencies: Monitor, manage and participate in routine workplace safety activities. Manage complexity at varying levels and adapt quickly to changes in job priorities. Create employee schedules, assigning schedules and responsibilities to employees, checking to see if these responsibilities and assignments are completed effectively. Identify deviations or non-conformances, plan and implementing corrective actions to ensure attainment of the department plan. Work overtime / standby / shifts as needed. Ensure overtime and shift compliance in line with the BCEA. Work within budget and avoid material wasting. Control the utilisation of allocated resources (i.e.: people, machines, and equipment). Take cognisance of and adhere to company policies, procedures, and relevant legislation. Manage and report on non-compliance issues to manager. Establish and maintain good working relationships and an effective / sound communication system with the various teams and departments. Strong commitment to service and quality standards as well as stakeholder satisfaction. Any other responsibility that can be reasonably expected in this role / function. Qualifications: National Senior Certificate (Grade 12) or equivalent. Bachelor's Degree / Diploma in Commerce, Economic or Supply Chain Management. Project Management qualification. CIPS Accredited. Valid Driver's License. Experience: Minimum 5 years' experience as Procurement Officer or similar role. Minimum 10 years' experience in the Mining Industry preferable. Extensive experience in implementing Supply Chain Local and BEE procurement transformation within a corporate environment. Experience in the SAP MM module operation. Experience in the warehouse management preferable. Experience in the contract management and commercial negotiation preferable. Language Requirements: English: Fully Proficient. Sepedi: Verbally Proficient advantageous. Fanakalo: Verbally Proficient advantageous. Knowledge & Skills: Advanced Computer Literacy (Microsoft Word, Excel, PowerPoint, Outlook). Proficient in SAP. Sound knowledge of mining practices and legal requirements. Able to network and communicate with all relevant stakeholders. Knowledge of Benefits and Contractual information management. Able to engage with Host Community forums and/or government stakeholders. Excellent understanding of South African black economic empowerment legislation including the Mining Charter, BBBEE codes of good practice (DMRE DTI), the BEE Act and mining charters compliance regulation.
