PURPOSE OF THE POST To render budget management service, monitor spending and provide information to the client. DESCRIPTION OF TASKS NO KEY RESULT AREAS (WHAT) ACTIVITIES (HOW) RESULT INDICATORS (WHY) 1. Expenditure monitoring · Request BAS reports for preparation of expenditure control and distribution to respective managers and programmes budget coordinators · Analyse programmes spending and advise the managers on potential over/under spending · Complete expenditure analysis report · Correct wrongfully posted expenditure through passing of journals · Timely and credible distribution of financial status reports to managers and programme budget Coordinators. · Effectively communicated financial status · Report compiled within 15 days after the end of each month · Correct expenditure on BAS 2. Budget planning · Allocate Programmes original budget on BAS · Effect necessary adjustments on Units budget before, during and after the adjustments estimates · Upload the original budget and the budget adjustment on internal templates before submission to the programmes (per programme, subprogramme and economic classification) · Completion of database for AENE. · Completion of drawings schedule. · Correct allocation budget on BAS · Real time financial status on BAS · Accurate adjustments on the budget as per programme inputs and as approved by the NT · Complete and credible databases. · Approved drawings schedule. 3. Completion of relevant documents for financial Statements. · Request system reports on BAS · Completion of schedules and annexures as per prescribed format · BAS reports · Accurate and complete schedules and annexures 4. Verification of transfer payments · Check and verify the payment documents if they meet all the requirements (Allocation codes, submissions, contract/s, delegation of authority, etc.) · Correspond with Programmes on any budget inputs required · All Programme 3 transfer payments checked for correctness and completeness before being processed · Budget Information required E. COMPETENCY REQUIREMENT: 1. KNOWLEDGE · Budget process · Knowledge of the National System of Innovation · Knowledge of the PFMA · Knowledge of Treasury Regulations · Knowledge of financial standards (accounting standards) · Management accounting · Financial management 2. SKILLS · Budgeting skills · Communications · Report writing · Negotiations · Computer literacy 3. PERSONAL ATTRIBUTES · Innovative · Accuracy 4. EXPERIENCE · At least 1 years relevant experience F.
