Job Purpose The Department of the Premier has an opportunity for a legally qualified person, preferably with legislative drafting experience, to be part of a dynamic team who are responsible for the legislative drafting needs of the Western Cape Government (Provincial Executive and all the provincial departments). Minimum Requirements LLB-Degree with admission as an Advocate or Attorney; LP 7: A minimum of 5 years' appropriate practical post qualification legal experience; LP 8: A minimum of 9 years' appropriate practical post qualification legal experience. Recommendation Proven experience in a legal advisory capacity; General experience in parliamentary processes; Proven experience in research methods and computer literacy. Key Performance Areas Researching formulating drafting and editing legislation; Providing legal technical comments on draft legislation; Providing legal advice (including formal written opinions) on substantive legal issues; Scrutinising, drafting and editing legal documents and memoranda submissions and legal technical correspondence. Competencies Knowledge of the following: Constitutional and Administrative Law, public sector legislation, Interpretation of Statutes and relevant legislation and case law. Excellent legal writing and legislative drafting skills Excellent written and verbal communication skills in at least English Well developed innovative problem solving and analytical skills; sound organising and planning skills. Remuneration LP 7: All-inclusive salary package of R 844 572 per annum; LP 8: All-inclusive salary package of R 991 233 per annum (OSD as prescribed). Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
