The U.S. Mission in Pretoria is seeking eligible and qualified applicants for a position of State Program Assistant, Regional Refugee Office Program Assistant, in the Political Office (POL). Supervised by Regional Refugee Coordinator, the position supports the Regional Refugee Coordinator Office for Southern Africa in monitoring U.S. humanitarian assistance in 16 countries. Duties include coordination with the Bureau of Population, Refugees, and Migration, U.S. embassy contacts, and international partners; travel, representational and financial administrative support; monitoring and evaluation of grant awards, including: grant management, assessing performance against grant deliverables and objectives, project oversight, and monitoring; administrative budget planning and management; and event planning and execution. Major Duties and Responsibilities: Administrative Support (40%) The jobholder manages all aspects of office administration. Duties involve all administrative tasks related to official employee travel for all employees in the office, including coordinating with the Embassy Pretoria Travel Office to make flight, hotel, and transportation arrangements, submitting Travel Authorization and Country Clearance requests, assisting in submitting visa applications, and preparing and filing travel vouchers. Duties also include administrative tasks associated with official visitors sponsored by the office. This includes periodic visits by the Regional Refugee Admissions Officer based in Kenya and logistical support for Department of Homeland Security (DRS) circuit rides. Program Management (25%) The jobholder supports the Regional Refugee Coordinator Office in managing PRM-funded NGO and international organization (IO) programming in Southern Africa. The jobholder assists with monitoring and evaluation (M&E) of the programs, corresponding with representatives ofNGOs and IOs regarding programmatic matters, and any other tasks required to fulfill the office's M&E responsibilities for such programs. Job holder will maintain funding trackers and program timelines for all programs. Programs include those funded through PRM cooperative agreements, the Julia Taft Fund for Refugees, and other funds if applicable. The jobholder is also responsible for assisting the Refugee Coordinator and Refugee Affairs Specialist with monitoring and evaluation of grant awards, including: grant management, assessing performance against grant deliverables and objectives, project oversight, and monitoring expenditures against the budget. Coordination and Event Planning (25%) The jobholder coordinates regular engagements with NGO and IO partners, including quarterly meetings with the leadership team ofUNHCR's Regional Bureau for Southern Africa and pre- and post-trip briefings with IO partners in Pretoria and the field. The jobholder also organizes events hosted by the Regional Refugee Coordinator Office such as small receptions for NGO and IO partners, other diplomats, and civil society members. Maintaining records of contacts, as well as donors and refugee-related assistance is another job component. Information Gathering (10%) The incumbent collects information regarding situations affecting refugees, asylum seekers, and internally displaced persons (IDPs) in 16 countries across Southern Africa. To do this, the incumbent monitors news sites, as well as distribution lists and social media posts from IO and NGO partners. Education A bachelor's degree in international relations, law, political science, business management, or public administration is required. Experience At least three years of progressively responsible experience in program management, executive assistance, or refugee and migration issues is required. Language Fluent of English; speaking/reading/writing, may include the ability to translate. This may be tested. Knowledge It is required that the jobseeker have an in-depth knowledge of South Africa's asylum system and immigrations laws and practice; good command of international humanitarian law, international refugee law, and international humanitarian assistance issues; good understanding of Southern Africa regional political, security, and migration issues; strong knowledge in business management, travel planning and logistics. Skills and Abilities Excellent attention to detail, strong written and verbal communication skills, ability to manage multiple tasks at the same time, adept at planning and organization, effective time management skills, prior experience with Microsoft Outlook, Word, Excel, and Teams, ability to work independently and coordinate with a team. The position requires numerical skills for basic accounting and budgeting as well as basic budget analysis of project proposals. Understanding and analysis of standard refugee and migration statistics is also required. Keyboard skills not less than 40 words per minute is required.
