Armscor Dockyard, based in Simon's Town in Cape Town, has a vacancy for a Section Manager: Docking. Applications are invited from people meeting the qualifications and experience requirements set out below. PURPOSE OF THE JOB: To supply a docking, rigging, scaffolding and mobile equipment and detailed maintenance service to the SAN, manage naval and commercial dockings and oversee all maintenance on both the dry-dock and synchrolift facilities. JOB GRADE: D3 CRITICAL PERFORMANCE AREAS : To manage a multidisciplinary team of shipwrights, riggers, mechanical and electrical artisans as well as handymen. To effectively manage daily meetings and scheduling of tasks for the team To recruit, interview, select and maintain well-qualified staff. To manage and improve the availability and performance of the section by proactively tracking maintenance and budget KPI's. To develop and maintain constructive relationships between internal and external stakeholders. Liaising with Management teams as well as Naval personnel. To do performance management contracting of the team by ensuring that performance contracts are completed timeously, and providing regular feedback to team members. Proactively manage the Berthing Plan for the docking of both naval and commercial vessels by liaising with the Dockmaster, Commercial Manager, Harbour master and relevant project managers. Generate the required mechanical and electrical maintenance plans for all the docking facilities. Generate and/or evaluate SOPS's, work plans, method statements and schedules in terms of accuracy, completeness, and adherence to legislative compliance for the section. Manage and measure tasks executed against plans by sub-sections in terms of quality standards, time, cost effectiveness, technical and procedural correctness, and initiate corrective action where required. Enforce adequate control of inventory, equipment and tools allocated to section by utilising the prescribed procedures, regulations and policies. Manage safety and security of all allocated resources in terms of the Occupational Health and safety Act and prescribed regulations. Manage the compliance for all rigging equipment. Prepare and manage section budget by monitoring and controlling the expenditure according to prescribed rules and regulations in accordance to procurement procedures. Develops strategies to address business, technical and human recourse challenges. Perform Root Cause Analysis for equipment breakdowns and recommend corrective actions, preventative measures, repair solutions, and system enhancements. Advise managers, engineers, contractors, planners and subordinates on technical issues by means of written and verbal communications as required. Manage and generate reports and/or presentations on the progress of Docking section projects to management. Compile technical specifications for specific equipment and tasks for budgetary and/or purchasing purposes. Manage and generate tenders from User Requirement Statement (URS) stage right through to order placement. Provide technical expertise and guidance to the team when performing functional tests and system performance measurements. Manage the integration of different sub-systems to achieve successful system trials and planned scenarios. Diagnose origin of equipment failures by utilising technical manuals, circuit diagrams, data manuals and industry specialists. Benchmark maintenance and docking and rigging procedures, according to industry standards and implement accordingly. Legal Appointment as 2.7 for docking facilities Assist GMR2.1 with all legislative compliance for the section QUALIFICATIONS: B.Eng/ BSC/BTECH in Mechanical or Electrical Engineering Docking Master Course will be an advantage. A GCC and/or registration with ECSA will be an added advantage EXPERIENCE: Minimum 5 years post graduate experience in maintenance, repairs and/or construction in a marine or related engineering environment. Minimum 3 years management experience. Experience in the Ship Repair Environment, Synchrolift Operation and Dry Docking Operations environment will be an advantage. SPECIAL PROFICIENCY/SKILLS: Knowledge of plant and machinery relevant to the marine environment. Knowledge of docking and undocking practices Knowledge of structural repair on docking equipment Knowledge of materials and equipment used in the rigging trade and their various uses. Knowledge of maintenance of mobile cranes Knowledge of the scaffolding trade, scaffold equipment and regulations. Knowledge of corrosion and the effect it has on wire ropes/marine equipment.
