Overall development and execution of the Legal and Aviation Compliance Strategy. To oversee and manage an effective and efficient Legal and Aviation Compliance Division so as to ensure the organisation’s compliance with ICAO Standards and Recommended Practices as well as to attend to legal matters affecting the organisation. Job Title: Executive-Legal and Aviation Compliance Reference: Executive: Legal and Aviation Compliance Contract Type: Contract 5 Years Salary: Market Related Location: Midrand, Gauteng, South Africa Specification Strategic Support to the SACAA Director of Civil Aviation and Board Provide support to the Director of Civil Aviation and the SACAA Board through the identification of Legal & Aviation Compliance operations and programmes required to establish as well as maintain efficient and effective Legal & Aviation Compliance Operations in line with the SACAA’s mandate. Strategic Alignment Manage and ensure the development of the overall Legal & Aviation Compliance Operations strategy. Translate the SACAA vision and strategic objectives into Legal & Aviation Compliance Operation imperatives and ensure integration with other CAA departments to effectively support the achievement of SACAA’s strategic priorities. Manage and ensure the development and implementation of an annual Operational Plan that will effectively meet both the short-term and long-term goals and strategy requirements of the division & organisation. Financial Management Compile and manage the Legal & Aviation Compliance operations budget annually for approval by Exco and the Board, in line with the PFMA and other appropriate legislation, policies & procedures. Manage expenditure in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies & procedures. People Management Manage and ensure the implementation of Legal & Aviation Compliance operations development interventions aimed at institutionalising a high performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity. Oversee the mentoring and coaching of staff on an ongoing basis as required to ensure effective and efficient Legal & Compliance operations. Policy Development Lead and manage regulatory reviews and submissions in terms of Legal & Aviation Compliance developments. Serve as international representation of SA interests in standards development for Legal & Aviation Compliance operations. Ensure consultation regarding policy development. Proactively research, develop and establish the specified standards to be applied in the area of enforcement, approval, evaluation and issuance of Legal & Aviation Compliance contracts, litigation, legal opinions, as well as regulations and technical amendment processes. Operational Management Manage costing mechanisms so as to ensure accurate revenue, costing and planning in terms of enforcement. Manage the provision of comprehensive legal advisory services to the SACAA to minimise legal and compliance risks and provide commercial legal support and advice on litigation. Take the lead and ensure the coordination of strong defence of the organisation against lawsuits that may arise. Advise the SACAA on legal compliance, which includes the creation of legislative & regulatory awareness, and the compilation of relevant compliance reports. Conduct research in order to provide informed legal opinions and advice on various legal matters within set turnaround times. Oversee and ensure a top-class and effective technical library management system that is up to date with aviation regulation collection, publications, and other relevant aviation technical documentation. Keep abreast of new developments and all changes in litigation and support the SACAA in the implementation thereof, so as to ensure compliance to ICAO regulations, policies and procedures. Liaise with external legal service providers in respect of the agency’s litigation matters and provide advice. Define and manage the scope of the regulatory enforcement regime and carry out enforcement actions as required. Manage and review operational performance against the organisational plan to ensure maximum integration of programmes and projects. Manage & oversee the development, review and implementation of policies and procedures to ensure their validity and compliance to ICAO Legal & Aviation Compliance services. Promotion and Communication of Legal Compliance Operations To promote Legal Compliance of Operations to industry stakeholders. Constantly ensure optimum internal and external communication on issues of Legal Compliance Operations.
