The purpose of this position will be to take responsibility for the group technology spectrum strategy and support the implementation of strategies through short and long term plans. This will include driving technology support for spectrum execution initiatives such as auctions and partnerships agreements for wide scale network introduction; forecasting spectrum requirements; specifying opportunities for optimization of existing assets through re-farming and other techniques; and defining roadmap of new spectrum acquisition opportunities; among other functions. Modelling spectrum requirements long-term for each market according to different scenarios Defining and updating group spectrum strategy using forecast requirements, specifying opportunities for optimisation of existing assets through re-farming and other techniques, and defining the roadmap of new spectrum acquisition opportunities and supporting execution Representing technology in regulatory investigations as required, providing technical consultation services relating to spectrum, such as evaluating impacts from regulatory consultations and developing counter proposals, supporting other generic technology regulatory issues Supporting markets on network introduction of viable new technologies, such as 5G Supporting markets on advanced network sharing technologies, including representing technology in regulatory and legal investigations as required, providing technical consultation services relating to network sharing, such as writing technical briefs for legal counsel, aiding the formulation of a legal counsel opinion, supporting the agreement process, lowering risks, and reviewing contracts, providing technical inputs into contracts Aligning group spectrum strategy with forecasted spectrum requirements and supporting effective execution of spectrum opportunities identified in group spectrum strategy, including optimisation of existing and acquisition of new spectrum Supporting the group on advanced network sharing technology, regulatory and legal requirements Researching and documenting new technologies, and facilitating with markets where necessary, to ensure technology introduction ahead of competitors A BSc or similar in Electrical or Electronic Engineering An MEng or MSc Electrical or Electronic Engineering will be an advantage At least 5 to 8 years experience in a spectrum-related role with similar duties Mathematical and network modelling experience in Excel and Matlab using databases Strong spectrum, technical regulation and access technology experience
